Noise Complaint

• Fixed moodlets that could get stuck ("Fed Up With the Noise", "Civic Duty Done") and keep flashing without ending. The mod now checks for stuck moodlets and removes them; the cpn.clear cheat also fixes them.
• Removed the "Fed Up With the Noise" moodlet: the angry phone call is now animation only, so the mod can no longer push a Sim towards dying of anger.
• The phone call now looks angry while your Sim talks, and lasts a little longer.
• The noisy neighbor now has its own sentiment, "Reported to the Police", instead of sharing the caller's "Bad Blood".
• "Still Angry About the Noise" (caller) and the new "Still Bitter About the Police" (neighbor) now appear once, the first time the two Sims talk within two days of the complaint, instead of every time they pass each other.
• The officer's talk with the neighbor lasts longer, with new speech balloons that match the kind of noise (music, woohoo or fight). The officer shows a fine or a warning at the end.
• New moodlet icons.
• The game's own neighbor-to-neighbor lines no longer pop up during the police visit.
• The officer stays in the hallway: he no longer walks into your apartment or argues with your Sim during the visit.
• The script file no longer has the version in its name, so updates replace it. If an older copy is left in your Mods folder, the mod tells you which one to delete.
• Portuguese (Brazil) text updated.

Fixes the "Fed Up With the Noise" moodlet sometimes staying on the Sim forever (for example after saving mid-call), which could leave them Enraged and at risk of dying of anger. The call moodlet is now Very Angry instead of Enraged, always expires, and leftover call moodlets are cleaned up on load. No other gameplay changes.

Fixes missing text for German players and English text showing for Portuguese players (wrong language tables). No gameplay changes.
